DTEK Kyiv Grids added another 454 residential buildings in Kyiv to the schedule of power cutoffs. Thanks to the cooperation of KCSA and DTEK, power cutoff of these buildings during application of emergency or stabilization shutdowns will be carried out by the balance holders (energy workers of Housing and Building Cooperatives and Managing Companies). Self-limitation of electricity supply by buildings’ balance holders will allow reducing number and duration of power outages for all Kyivans.

In addition to critical infrastructure facilities, residential buildings that are powered via the same power lines were not subjected to power cutoffs during emergency or stabilization shutdowns, as well.

DTEK Kyiv Grids together with KCSA proposed HBC and MC to self-limit electricity supply in such buildings in accordance with the schedules posted on the website. Energy workers of HBC and MC shall bear the primary responsibility for timely cutoff and restoration of power supply in these buildings.

Self-limitation will help reduce time and duration of power outages for all Kyivans, as the load will be distributed throughout the city. Moreover, it will ensure a more just approach to stabilization power cutoffs that caused considerable disturbance in Ukrainian society.

Let us remind that on November 30, DTEK has carried out a large piece of technical work to improve critical infrastructure power supply schemes and, where possible, created an alternative electricity supply scheme for 750 residential buildings. Overall, thanks to the cooperation of DTEK Kyiv Grids, KCSA and buildings’ balance holders, 1,024 buildings that were not subjected to emergency or stabilization power cutoffs previously will now be cut off on equal terms with others.

It is worth noting that the Distribution System Operator does not create lists of critical infrastructure that is not a subject to power cutoff. These lists are created and approved by the military and civil administration. The decisions about which facilities are included there are also made by a special committee at the military and civil administration.
