DTEK Grids presented a Concept of Grids Development to the State Inspection of Energy Supervision using Kyiv region as an example
On July 27, the State Inspection of Energy Supervision of Ukraine held a meeting on development of the Distribution System Operators’ grids. The event was chaired by the head of the State Inspection of Energy Supervision Ruslan Slobodian and attended by Deputy Chairmen and representatives of territorial departments of the State Inspection of Energy Supervision, NERC and Distribution System Operators of Ukraine. During an event, DTEK Gris presented a “Smart Grid” concept of grids development using Kyiv region as an example. This concept may be a foundation for development of the state-wide technical standard for renewal of distribution grids throughout Ukraine. Key advantages of the Smart Grid infrastructure include: a resilient grid infrastructure that still works even if one segment is damaged or destroyed; readiness for development of renewables, distributed generation, storage systems and green energy transition; a qualitatively different level of power supply services for customers: after implementation of the Grids Development Concept for customers in the Kyiv region, an average time of power outages per year shall be reduced from 1,500 to 100 minutes per year (SAIDI), while 100% of customers will be provided with smart meters.
At the first stage of the project, DTEK Grids shall develop a digital model that will be the first Digital Twin of the Distribution Grid in Ukraine. It will allow testing efficiency of applied technical solutions and innovations as early as at the stage of planning. Such approach will help clearly forecast effects of all technical solutions and investments, like replacement of all overhead lines with the cable ones that are more resilient to weather conditions and other cataclysms. A digital model of the pilot project –an Irpin-Bucha-Borodianka energy junction – will be ready this autumn.
DTEK Grids’ ten-year plan envisages complete renewal of the electrical infrastructure of the Kyiv region with investment of 2.4 billion Euro and a three-year pilot project in the Irpin-Bucha-Borodianka energy junction worth 145 mln Euro. Residents of the Kyiv region will get a new energy infrastructure – efficient and up-to-date, with uninterrupted power supply, a significantly lower breakdown rate and higher resistance to threats.
Other matter of business discussed at the meeting was integration of the Ukrainian energy system into the European one. Ensuring the fulfilment of the terms of the European Union Association Agreement and status of Ukraine as a candidate for membership of the European Community impose additional obligations on Ukrainian energy companies. Therefore, one of the important issues discussed was introduction of changes to the current national regulatory legal acts, rules and regulations in the field of electrical energy industry. As adaptation of the national legislation to the European norms will help build a unified, efficient and stable energy community, focused at ensuring energy security, sustainable development and protection of the interests of residents of towns and villages.
In conclusion, participants of the meeting suggested to continue the dialogue related to sharing of experience, thoughts and ideas with regard to development of the Ukrainian electrical energy infrastructure.
