DTEK Grids talked about responsibility of the distribution system operators at the legal forum
Forum participants discussed legislative changes for recovery of the country, development of the state-private partnership, attraction of international funding, implementation of ESG approaches and practical experience of the Ukrainian energy infrastructure modernization.
During her speech, Tetiana Tarasuik talked about the legal basis of distribution system operators’ liability and explained how laws define their rights, obligations and customer interaction mechanisms.
“Distribution system operator is operating within the limits, clearly defined by the law. Our task is to ensure reliable electricity distribution, promptly eliminate emergencies, meet quality standards and execute dispatcher’s commands of NPC Ukrenergo. At the same time, it is important that customers understand that not every outage is a consequence of DSO actions, as a significant share of limitations is related to the general state of the country’s energy system, military risks or force-majeure circumstances,” — noted the speaker.
NPC Ukrenergo analyses the state of the energy system, determines the required volume of limitations and gives dispatcher’s commands, the Ministry of Energy forms approach to the critical infrastructure and approves the structure of power shutdown schedules, while distribution system operators execute these commands by applying the pre-formed and pre-approved schedules and ensuring even distribution of limitations between consumers. Supervision over compliance with the principles of fairness during application of schedules is carried out by State Energy Supervision Agency.
